This change brings the container up to ROCm 5.0 for it's opencl runtime. This is compatible with hosts running the rocm-dkms kernel mode drivers from ROCm 4.5 and later, but may not work with earlier dkms drivers or upstream kernel drivers.
This has been tested with a Radeon VII (Vega 20) GPU in a Ubuntu 20.04.3 host system on both 5.4 and 5.11 kernels running ROCm 4.5 and 5.0 amdgpu dkms drivers.
