Porting FortunaSS13/Fortuna#425

Why It's Good For The Game

  • Adds a button to quickly refresh the chat if it doesn't load right on the player panel screen, as well as redesigns the stylesheet to add a more fallout feel including animated transitions between windows via opacity blinking similar to the fallout game terminals.
