this pr blacklists the stocking input bus from the EOH to prevent exploitation of astral array amounts & reduces the chance penalty of time dilation field generators from 10 to 9.25% per tier to both make EOH progression a tad easier and increase universium production to make it a bit more fair compared to the previous state.
