feat!: update gradle to 8.5 (#92202)

* update gradle to 8.5
* using JavaToolChain with Java 17
* replaced calls to deprecated code where possible
* removed scmversion-plugin
* removed detekt-plugin
* now using .github actions
* updated documentation
