Changes:

Fixed the ocean replacement feature for Java 1.11 on Minecraft 1.16.
Added drop-planks option for Timber scenario.
Added time-decay option for Fast Leaves Decay scenario.
Added stone tools option for Hastey Boys scenario.
Made changes tho the FileUtils API.
Moved enabling of default scenarios to after world loading to prevent issues with dragonrush.
World generation will now properly shut down when the plugin is disabled.
