Improve visibility of voting options in pending requests table

Problem

Voting options are currently located on the far right side of the pending requests table, making them difficult to find and decreasing voting ease.

User Story

As a user with voting permissions, I want the voting options to be clearly visible in the pending requests table so that I can easily approve or deny requests.

Acceptance Criteria

• Only users with vote permissions can see the Vote column. For those users:
  • The sorting configure list should have a "pin" option next to the "Votes" column
  • When the "Votes" column pin is toggled on, the table locks the Votes column in place on the right side of the table so that the vote actions remains visible for the user at all times
  • When the "Votes" column pin is toggled off, the Votes column is no longer locked in the right and just scroll normally like the other columns
  • User has the ability to click on any of Vote action buttons regardless if the column is pinned or not
  • By default, the "Votes" column should be toggled on
