follow on to PR #3106 that enables DA cycling to run on gaea c5/c6
Resolves issue #2985

looks good to me.
Since the only change to the submodule is gsi_monitor.fd and those changes are C5/C6 related, I don't think this PR needs tested on other platforms.

fix intel stack version number on c5 (#3258)
2237d36 
these were inadvertently messed up in the previous PR (PR #3255). Tested
by running a single coupled 3dvar cycle on c5.
