- Made the tagging window actually apply tags to regions
- Display count of regions tagged as well as information about regions that were not tagged upon completion of tagging window
- Added setting for whitelisting embassies. Henson will now not close whitelisted embassies as well as existing embassy relationships on the list of embassies to establish
