This adds another competition to the development environment.
It is also inspiring a new issue, for me -- which is that we should wrap the generic code for setting up a competition into a function (most of the setup logic is repeated, with the competition name being the only difference).
Rather than shave that yak here I'd like to do it in its own issue.
