Description

This PR slightly increases the health of the disablerbot and batonbot, due to them dying a tad too quickly.
It also slightly increases Disablerbot accuracy. It was not being used because it was shooting too poorly.

The PR also adds a component you can add to any entity that allows an emag to completely replace their faction list with another one, which is applied to the Batonbot and Disablerbot to switch their faction to Syndicate.

Lastly, Disablerbots can now be anchored to make budget turrets, and the required helmets can be crafted at a sec techfab now.
