Extend update_license_url tasks timeout to a day and a half

Description

Some tasks with many items to modify have timed out in production. The DAG continues to run, but it's expected that more batches will time out with the default 1 hour of execution timeout.

This PR fixes the passing of the TaskInstance and increases the time to wait for updates.
