Addresses act-now-coalition/act-now-packages#542. In retrospect, I am not sure this is the best structure (one page per metric and one per region+metric). Something like what Pablo was talking about (a table with regions as rows and metrics as columns) that just indicates if there's data might be better... and/or some sort of dropdown selector for viewing data on a per-region/metric basis. Lots of possibilities. But this is functional and an okay start, I think.
