Cherry-picks #4197 . The main reason to cherry-pick the change is to fix integration tests & CI,
fix running Bookkeeper binaries on Java 8 when compiled on Java 11 (#4202) and to make it possible
to maintain the Pulsar 3.0 LTS branch which uses Bookkeeper 4.16.x .
