[improve][ci] Publish build scans to develocity.apache.org #23851

Motivation

ge.apache.org is migrating to develocity.apache.org

Modifications

This PR migrates the Pulsar project to publish Build Scans to the the new Develocity instance at develocity.apache.org.

Additionally, this PR sets a projectId for use by Develocity.

Verifying this change

  • Make sure that the change passes the CI checks.

This change is a trivial rework / code cleanup without any test coverage.
