Similar fix for TPU legacy attention. See bullet point 5 in #942
This fix should be included #942, but I didn't run the TPU unit test on TPU so it wasn't discovered in the end-to-end test as it uses the Splash code path.
Unfortunately, this is not unit-testable on CPU.
