В данном PR внесены изменения в обработку даты в куках. Функция преобразования даты теперь возвращает форматированную строку, вместо пустого значения. В тестах, а также в процедуре установки куки, добавлена логика работы с датой истечения (ДатаИстечения), которая передается и проверяется в составе сформированного заголовка куки.
