Restock AH without a server restart or config reload

Changes Proposed:

• decrease item counts if auction expires
• Fix decreasing of items in AH if item doesn't exist

Issues Addressed:

• Closes Bug: Bot Does Not Restock AH Back to MaxItems Until a Server Restart or Config Reload  #126
• Closes Cycle time #122
• Closes Bug: The auction house's inventory automatically decreases until there is nothing left. #130

• Build passes (tested on windows)
• Server starts
• Server is running without crashing
• Restock observed for a week with auctions lasting "short" periods

How to Test the Changes:

3. run with activated tracing and logging
4. observe items being added when the auction count is below configured values
