Removed comment preferences

The comment preferences were removed. This is a temp removal

Added Menu & Fixed comment issue

I have added a menu in sublime text. Goto Preferences > Package Settings > Dota KV.
Currently, there is only changelog. This menu will be built up in later updates.

Main reason for this release was to fix the commenting issue. You can now press Ctrl + / and the line will be commented/de-commented.
