CI: add build workflow + run docker workflow only if secrets are set #295

This PR:

adds CI build workflow (more or less the same workflow as CI format workflow)
enables NPM cache for build and format workflows
add a check to docker workflow, so it does not try to run when secrets are not set

otherwise it will fail
