Description
Support deployment of ReleaseCelo contracts that are not funded from the deploying account, but rather at some point later.
Each grant in the input JSON should now include a
fundGrantboolean to indicate whether to fund the entire grant now. Default behavior is changed, as default value is nowfalse. Note that whatever this value, the script still sends 1 CELO to fund the beneficiary if the grant is successfully deployed.
