Specify disk cache for the vagrant CI VMs in a supported way

`volume_cache` has been deprecated.

Make sure libtool is always installed on vagrant CI machines

We need to install libtool for `autogen.sh` and then uninstall it
for `configure && make`. So to make the vagrant CI machines
reusable for multiple builds, libtool needs to be installed in
each provisioning.

Install perl(IPC::Cmd) on the full-build vagrant CI VM

It's needed for building OpenSSL 3.
