This is the second of two large PRs that add architecture guidance to the website. The code snippets are from [compass app in flutter/samples](https://github.com/flutter/samples/tree/main/compass_app). It was been thoroughly reviewed. These changes and minor improvements will make the site redesign easier to review and land.

Use a [pub workspace](https://dart.dev/to/pub-workspaces) for the repo's tooling and another for the examples that excerpts are pulled from. Using a shared workspace, particularly for the examples, improves the excerpt contribution experience and reduces the entire analysis time by a few minutes.

The shader compilation jank guide was out of date and needed a few updates: * Impeller is now the default graphics renderer for mobile devices. Updated wording to shift the focus around how we talk about Impeller and Skia. * Removed integration test steps. * Added a list of important considerations to capture potential issues that might come up when using cache-sksl. * Completed a light refactor (guide's a bit old and needed a fresh up). --- Fixes #6504 Closes #6415
Closes flutter/flutter#160595. The latter never existed. Side-note: We should never have _negative_ flags (they are confusing to parse).
