Separate GitHub organization configuration

Currently the same configuration parameter controls both platform manifest GitHub organization settings as well as the GitHub organization setting for user-workload GitOps.

With a separate configuration variable for each context, a platform administrator could target a special-purpose GitHub organization for designated for testing the developer experience without creating clutter in the main org.
