Allow template user to select from a list of target github organizations #17

Currently the GitHub organization target for git-related actions is hard-coded in templates, making template repository forks difficult to manage.

In order to make templates more flexible, allow the template user to select from a list of approved target GitHub organization locations. GitHub org locations can be pre-populated with Backstage app config.
