[UIARCH-710] Bump to TS 4.9.5 (#25)

* Remove yarn files -- stick to npm. Update dist dir. * Bump TS. Bump supporting packages that needed it. * Comment out breaking lines. Format on save. * Update simpleGit imports, which are not used in our workflow, but need to pass type-check. * CR: Fix null. Lock versions.
