Use the Display a Newsletter signup form block:
This block displays a signup form for subscribing to the Newsletter.
Create a link to index.php?module=newsletter&type=user&func=main.
In My Account there is a link for Newsletter subscribing.
In main new user registration page of your site, you can enable a Newsletter section, where the user can subscribe to the Newsletter. To enable this, turn on Newsletter provider hook. See Hooks section for more information.
