Windows htmlNewTabPage override, move nextStepsWidget

Description

• Adds Windows override for htmlNewTabPage in prep for upcoming launch
• Moves nextStepsWidget to htmlNewTabPage (since we'll eventually remove windowsNewTabPageExperiment)

LGTM pending minSupportedVersion – perhaps that one isn't needed after all? Depending on whether you've supported the flag in previous versions of the app.
