@ebelinski agreed here, let's keep the historical context, while the new absolute implicit recommendation is min API 19, there are reasons why it's good to know the original versions/dates/blog posts

Ah, sorry for removing this. I brought back this note and tweaked both notes about Google Play services here, so that hopefully the historical context of the notes are clear. My biggest fear is that someone will only read the second note about API level 16, not see the other note, and will assume that the most recent Google Play services support API level 16 and above.

If either of you feel that any tweaks are necessary feel free to open a PR.
