+This is a resubmission. In this version I have:

+* Changed the title slightly and removed the redundant part.
+* Specified the license as requested and added LICENSE to my buildignore
+* I have NOT added references to the description. The research is currently being reviewed for publication and full references will be added with a minor update. Publishing the package now will allow us to include a reference to the package in the published research.
