Remove extra code of conduct, add link to one from Linux Foundation #7

It's been a while, hello everyone 🙂. With more recent development I think it would be good to update this a bit and bring it in tree into the Chisel repo. In any case, this is a useful first step.

As the constitution says:

The Chisel Working Group is a member of CHIPS Alliance and subject to the bylaws established by the CHIPS Alliance Board.

As a member of CHIPS Alliance, the Chisel Working Group is already subject to the Linux Foundation code of conduct. Removing the old one is a change from being subject to two code of conducts to being subject to just one.

I have requested reviews from all TAC members except @jackbackrack who apparently is not currently a member of this repo. I sent him an invite.

I do not have any specific opinions on the relative merits of the two codes of conduct, but I think it is much simpler and more clear to be subject to just one.

I agree with Jack's observation that one code of conduct is better than two. According to the Code of Conduct at the provided link:

This Code applies to any participant of any Project – including without limitation developers, participants in meetings, teleconferences, mailing lists, conferences or functions, and contributors. Note that this Code complements rather than replaces legal rights and obligations pertaining to any particular situation. In addition, with the approval of LF Projects, Projects are free to adopt their own code of conduct in place of the Code.

It seems that the existing chisel-lang-governance code of conduct could serve as the one, true code of conduct, but, I also feel that most of those on the project don't see themselves as code-of-conductors, so if this duty can be passed to a conscientious parent, so be it.

Yeah it does look like the LF allows for project to adopt an additional CoC.
