created new subcategory in User Guides for 'governance' and broke down the single user guide into 3 smaller posts
deleted extremely long 'opengov' post under Community category and broke them up into smaller posts that makes it easier for users to find specific topics they need. also arranged it in such a way that the more important/relevant pieces come first.


          rearranged the OpenGov docs to make the user experience much better
