This PR adjusts the Asset and Protocol fees.

Asset Fees:

  • min decreased: 0.25% -> 0.15%
  • decay increased: 0.001% -> 0.01%

Protocol Fees:

  • max increased: 0.05% -> 0.25%
  • decay increased: 0.0005% -> 0.005%
