A companion update to HEMCO dust DEAD scheme update geoschem/HEMCO#279: use meterology Ustar for dust emission

Expected changes

Scale 2016 annual dust emission to 2000 Tg based on Meng et al., GMD, 2021

Following geoschem/HEMCO#279 (comment), GCAP2 scale factors are not yet provided.

This merge brings the updates for GEOS-Chem 14.6.0 (as of 14.6.0-alpha.2)
into the feature/dust-scale-factors-Ustar branch.  This is the feature
branch for PR geoschem#2512 (which must also be merged with HEMCO PR geoschem#279).

14.6.0-alpha.2 has been merged into this branch and is now approved again.
