Looks like some issues with the added system tests for soft deleted buckets.

The issue with system tests for soft-deleted buckets has been resolved. A new review of the changes is required.

@thiyaguk09 just a heads up that moving forward we can not run owlbot post processor from forks. We will have to create branches for PRs in the main repo. If you do not have permissions to create a branch, please open a buganizer ticket for me and I'll sort out the permissions.
