This PR adds the tabs role pattern to the question container and navigation dots on the h5p-question-set. This allows for the navigation dots to be keyboard navigable when a screenreader is being used. Previously, it wasn't possible to navigate through the question set using the navigation dots via keyboard when using a screenreader.
