Update Makefile

Default QA Configuration:

Uses -dev mode but allows for easy switching to production-like configurations.
Non-Root User:

Encourages using mounted volumes for /vault/logs and /vault/file.

Documents how to enable secure memory management (IPC_LOCK) for production scenarios.
