What does this PR do?

Update README for run instructions of 1.19 performance numbers in below page.
https://www.intel.com/content/www/us/en/developer/platform/gaudi/model-performance.html
Also create a dockerfile to help users reproduce the perf number easily and avoid potential environment setup issues.
