This PR updates the continuous integration (CI) tests to run the NIDM exports directly on the CI sever (using Octave).
Before this PR, exports had to be done locally with Matlab and only the tests were computed by the server.
The NIDM exports are performed using a docker image that includes the development version of Octave and SPM12 7219. This docker image can be used locally as well as on the CI server.
