For v0.1.0 release the codebase should have:

• At least 75% code coverage
• CI workflow with linting and testing steps
• Proper README with installation, quickstart, and relevant examples

The outline package should provide the ability to:

• Read one or more collections
• Get a collection's structure
• Create and update collections

The cli package exposes above functionality via command line interface.

PS: Creating binary executable releases are not part of this milestone.
