Frontend refactor #211

Add a couple of improvements:

create one common fetcher and reuse it across all of the data-fetching logic
create a reusable Metadata component to avoid manually adding the Helmet component on every page
improve logic for getting the list of unique cities
add the debounce to the listener for a window resize event
add .env.example file
extend a list of entries in the .gitignore
