Switch uBlock over to a "dynamic" rules list

Having layers of un-necessary filters (slightly) slows down the browser
and can lead to confusion about what each filter is actually doing.

This commit switches uBlock over to a whitelist block system for
limiting the network requests (and tracking) to a minimum.
