@gjswalling does this look ok to you? i'd like to get it merged asap so i can open the shim review upstream, and this way we don't need to rush your pr to update to grub 2.12. |

Update to grub sbat level 4.
This will be superseded/replaced by the update to grub 2.12 (in pr #7479), however the shim update to 15.8 (in pr #8406) requires grub to be at sbat level 4. so this is an intermediate pr to get the azl3 grub sbat level up to 4, so that the upstream shim-review can be opened.
