This PR's version number 7.8.0 has 3 parameters (sets of numbers between dots - major, minor, etc), which is less than the current manifest's version 7.6.0.50657, which has 4 parameters.

Is this intentional?

The URL for these downloads uses semantic versioning without the build number, each of the previous URLS and versions repo'd by winget only had one version per patch anyhow. Are build numbers absolutely necessary in this case?

Build numbers aren't necessary, and indeed developers are free to change the number of parameters at will. We've had an issue where parameters were being added or omitted by automation, and this causes issues with version matching. So to combat this, I have automation that asks when there's a mismatch. Sorry for any concern caused.
