This PR aims to migrate documentation from readme to its own web site #202
It is not just a migration of the actual docs, but rather a refinement that includes some sections being modified and new ones added.
Also it includes migration from Travis manual deployment to GitHub actions automated ones 🚀

From there on, I have no enough access to proceed with next steps that would be to create gh-pages branch and creating required tokens for publishing docs and automated tests.

In case you want to build the docs to better review it:

sbt docs/docusaurusCreateSite
website/yarn start

Notice that scaladoc is not there yet, I have to figure out how to link it. (Same issue as in monix-connect)
