RMKS/1. This NAVADMIN solicits applications for the Academic Year
(AY) 2026 Nurse Corps (NC) Medical Enlisted Commissioning Program
(MECP) selection board, which will convene in the Fall of 2025. NC MECP
provides Active Duty (AD), and Training and Administration of the Reserves
(TAR) enlisted Sailors and Marines who already have some college credit a
path to obtain a baccalaureate degree in nursing and a commission in the NC.
Eligible Sailors and Marines may be in any rating or military occupational
specialty. Reserve Component enlisted Sailors in any status other than TAR
are not eligible.

2. Applications must be received by 13 June 2025 and should be sent
to:

Any required documentation not yet available when the original application
package is submitted must be received at the above address no later than 30
June 2025. Incomplete packages will not be reviewed by the board.

3. Reference (a), chapters 1, 2 and 5, provides application procedures and
requirements, which should be read in their entirety.

Applicants must not have reached their 42nd birthday by the time of initial
commission, and age waivers will not be granted. A Marine administrative
message will outline conditional release procedures for AD Marines who are
selected to participate in the program.

4. Amplifying information for the AY 26 NC MECP selection board:
a. Applicants assigned to a nuclear training command or who hold a
nuclear Navy electronic classification and are applying for the AY 26 NC MECP
selection board must obtain conditional release from nuclear-field duty prior
to submitting their application for consideration. To obtain a conditional
release, an applicant must submit an Electronic Personnel Action Request
(NAVPERS 1306/7) form to the Nuclear Propulsion Program Management Office
(OPNAV N133) via their detailer.
b. Applicants not assigned to nuclear programs must submit a NAVPERS
1306/7 to their enlisted community manager to obtain the conditional release.

5. Once approved, selection board results will be released and posted via
the NMLPDC website listed in paragraph (3).

RMKS/1. This NAVADMIN solicits applications for the Academic Year
(AY) 2026 Medical Service Corps (MSC) In-Service Procurement Program
(IPP) Selection Board. The MSC IPP provides a pathway to officer commissions
for Active Duty enlisted personnel who meet eligibility criteria for direct
commission or training programs in Health Care Administration (HCA),
physician assistant, radiation health, environmental health, industrial
hygiene, occupational therapy, clinical social work, entomology, medical
laboratory science, pharmacy, clinical psychology, and optometry. The
application deadline is 15 June 2025 and the Selection Board will convene on
or about 17 September 2025.

2. Eligibility criteria. Application procedures and eligibility criteria
are outlined in this NAVADMIN, chapters 1, 2, and 6 of reference (a), and
reference (b), which can be viewed on the MyNavy HR website at
https://www.mynavyhr.navy.mil/Career-Management/Community-
Management/Officer/Program-Authorizations/

3. Applicants must not have reached their 42nd birthday by the time of
initial appointment and commissioning. Age waivers up to age 48 are
available and will be considered on a case-by-case basis.

4. In line with references (a) and (c), applicants are reminded that to be
eligible for voluntary retirement, an applicant appointed as an officer is
required to complete 20 years of Active Duty service, with at least 10 years
of service as an active commissioned officer.

5. Applicants must include a conditional release in their application.
a. Applicants assigned to a nuclear training command or who hold a
nuclear Navy Enlisted Classification must submit an Enlisted Personnel Action
Request (NAVPERS 1306/7) form to the Nuclear Propulsion Program Management
Office (OPNAV N133) via their detailer.
b. Applicants not assigned to nuclear programs must submit the NAVPERS
1306/7 to their enlisted community manager to obtain the conditional release.

6. Applicants for training must provide an acceptance letter from an
accredited university in line with reference (b) and submit scholastic
aptitude test, American college testing, graduate record examination,
graduate management admission test, or pharmacy college admission test
scores, as applicable.

7. Amplifying, program-specific guidance for the AY26 MSC IPP Selection
Board is as follows:
a. HCA direct. Must have an accredited master's degree prior to the
application deadline.
b. HCA training. Must include an acceptance letter from either the
Army-Baylor University graduate program in HCA or a master's of HCA and
Policy degree at the Uniformed Services University of the Health Sciences.
c. Physician Assistant. Official transcripts from all academic
institutions attended must be sent by the institution directly to the
University of Nebraska Medical Center (UNMC) Centralized Application Service
(CAS) no later than 15 June 2025. The UNMC CAS application must be initiated
online, where applicants can also find the instructions and admission
requirements. The UNMC CAS website is https://www.unmc.edu/
No documents need to be uploaded into the UNMC CAS system.
Completion of the online application does not qualify as submission of the
application for IPP.
d. Clinical psychology. Applicants interested in pursuing a qualifying
doctoral in clinical psychology prior to commissioning must possess a
baccalaureate or master's degree from an accredited college or university and
must have attained a minimum Grade Point Average (GPA) of 3.0 on a 4.0 scale.
Applicants must also have a letter of acceptance from a doctoral program
(Ph.D. or Psy.D.) in either clinical or counseling psychology. This doctoral
program must be accredited by the American Psychological Association or the
Psychological Clinical Science Accreditation System. Applicants must also be
able to complete all pre-internship academic requirements within 48 months,
prior to the start of the required doctoral internship. Applicants must
obtain licensure or certification from the appropriate certifying body,
state, territory, or the District of Columbia within 18 months of completion
of the internship.
e. Optometry. Applicants interested in pursuing a qualifying degree
prior to commissioning must have a letter of acceptance into a doctor of
optometry degree program that is accredited by the Accreditation Council on
Optometric Education and must also be able to complete the requirements for a
doctor of optometry degree within
48 consecutive months. Applicants must have a 3.0 or better GPA on a 4.0
scale. Applicants must obtain licensure or certification from the
appropriate certifying body, state, territory, or the District of Columbia
prior to commissioning or within 1 year after commissioning as dictated by
the standard practices and procedures of the specialty.

8. All completed applications must be received by the Naval Medical Leader
and Professional Development Command (NMLPDC) no later than
15 June 2025 and addressed to:

RMKS/1. This NAVADMIN provides guidance for Fiscal Year 2026 Active Duty
(AD) Command Master Chief (CMDCM), Master Chief Petty Officer (E9), and
Senior Chief Petty Officer (E8) selection and screening boards (Cycle 265).

2. Unless exempted in line with reference (a), eligible candidates,
including E8 candidates, will participate in the Senior Enlisted Marketplace
(SEM) screening board. Exempted candidates, as well as eligible CMDCM
candidates will participate in enlisted advancement selection boards.

3. Examination Status Verification Reports will be available on the Navy
Enlisted Advancement System (NEAS) website https://neas.ncdc.navy.mil/Login
or via MyNavy Portal (MNP) at https://mn3p.navy.mil/
Select "Advancement Profile Sheet - ESO" under "NEAS Resources".

4. Command Senior Chief (CMDCS) candidates for CMDCM Timeline:
a. 26 January 2025, 2359 CST. Letter to the Board (LTB) deadline.
b. 6 February 2025. CMDCM selection board convenes.
c. 7 February 2025. CMDCM selection board scheduled to adjourn.

5. E8 and E9 (In rate, both selection and screen) Timeline:
a. 3 March 2025. Change of rating deadline.

6. Eligibility Criteria. Candidates must meet and maintain the eligibility
requirements outlined in chapters 2 and 11 of reference
(b) and below, through adjournment of the board:
a. The name of the candidate appears on the board eligibility list in
the correct competitive group on their profile sheet.
Sailor access to profile sheets are available via MNP at
https://mn3p.navy.mil/
Select "Advancement Profile Sheet - Individual"
under "NEAS Resources". Candidates should register for e-mail notification
for profile sheet updates via MNP. Select "Advancement Profile Sheet -
Individual email notification" under "NEAS Resources". Information may
change on a weekly basis and both commands and Sailors should continue to
verify.
b. Enlisted Leader Development course completion is a required
prerequisite to be eligible for selection to E8 in line with reference (c).
E8 candidates must complete the CPO-LDC. Sailors who have completed the
course should verify their Electronic Service Record (ESR) has been updated
with the 8LDC Navy Enlisted Classification (NEC). If ESR does not reflect
8LDC NEC, submit certification of completion via LTB.
c. Terminal eligibility date: 1 October 2025
d. Time-In-Rate dates:
(1) For E8: On or before 1 September 2022.
(2) For E9: On or before 1 July 2022.
e. High Year Tenure (HYT).
(1) In line with reference (d), HYT Plus remains available to all AD
paygrades with the exception of AD CMDCMs, AD CMDCSs, and nuclear trained
Master Chiefs.
(2) HYT date or approved HYT waivers for AD CMDCMs, AD CMDCSs, and
nuclear trained Master Chiefs is 1 July 2025 or later.
In line with reference (d), Sailors who otherwise would have reached HYT on
or after 1 July 2025, and opt to transfer to the Fleet Reserve will be deemed
a voluntary separation and will not be considered by the selection/screening
board.
(3) Reference (d) should be read in its entirety.
f. Sailors with a pending, approved, canceled or disapproved Fleet
Reserve or retirement request prior to the board convene date will need to
closely monitor eligibility. Commands and candidates must request
revalidation based on request adjudication by sending an e- mail with the
reason for revalidation to Selection Board Eligibility Branch (PERS-802).
g. Security clearance requirements (if required). Refer to chapter 2 of
reference (b). Ratings requiring a security clearance are AC, AE, AG, AO,
AT, AWF, AWO, AWR, AWS, AWV, AZ, CTI, CTM, CTR, CTT, CWT, EOD, ET, FC, FCA,
GM, HT, IC, IS, IT, LN, MA, MC, MN, ND, OS, QM, RW, SB, SO, STG, STS, and YN
as well as all nuclear and submarine ratings.
h. Rate specific and competitive group eligibility requirements.
Candidates must meet special requirements for certain ratings, as outlined in
paragraph 203 of reference (b).
i. Non-nuclear submarine Sailors designated SG or SP as of board
convening date are not eligible for advancement, in line with reference (e).
j. SEA course completion is a required prerequisite to be eligible for
selection to E9 in line with reference (f). Sailors who have completed the
course should verify their ESR has been updated with the 8SEA NEC. If ESR
does not reflect 8SEA NEC, submit certificate of completion via LTB.

7. Competitive Groups. The below listed ratings are separated into
competitive groups as applicable to the component of the candidate:
a. CTI (E8): Middle East and North Africa (Group 1), East and Far East
Asia (Group 2), Latin and South America (Group 3) and Eastern Europe (Group
4).
b. EMN, ETN and MMN: Submarine (Group 1), Surface (Group 2).
c. MU: Premier Band (Group 1), Fleet Band (Group 2).
d. NC: Career Recruiter (Group 1), Fleet (Group 2).
e. ND (E8): Master Diver (Group 1), First Class Diver (Group

2).

8. For record review and communication with the boards, refer to reference
(g). Board numbers are: Board 211 (CMDCM advancement board), 210 (E9 SEM
screen board), 214 (E9 advancement board (SEM exempted ratings)), 235 (E8 SEM
screen board) and 236 (E8 advancement board (SEM exempted ratings)). LTBs
should be submitted via the Electronic Submission of Selection Board
Documents (ESSBD).

9. Board results will be posted via BUPERS Online and released by subsequent
NAVADMIN, with follow-on guidance for the MyNavy Assignments process for
Sailors screened to compete in the marketplace. Board selectee profile
sheets will be published by Naval Education and Training Professional
Development Center
(NETPDC) via NEAS and MNP websites within 30 days of selection board results
being released.
