Add a check for green power

I'm at the Green party hackcamp in Essen, and it seemed consistent to make it possible to check that Green party websites run on green power.

I've added this check, but I might need pointers to check the rest of the repos.

• add the Check for Green Power
• add the Rater for Green Power
• revisit the api testing code to consider using mocks response instead hitting the live API
• work out which other repos need changes for this to be visible
• document how deploys of new changes work

Hi @marians - I've had a look at the code here, and it looks like I'll need to make changes to the greenspider-api, and greenspider-webapp to make this new information in checks visible.

Is there a sample seed dataset available or, to avoid me needing to make queries to either load into an instance of google cloud store, and elastic or similar for development of the changes in the react app?
