Portable pump

About the PR

Adds a portable pump to the game. This pump:

• Is carriable (with two hands)
• Takes power cells
• Fills itself with puddles from its surroundings when anchored and powered
• Deletes chems within itself to make room for more chems after passing a threshold (currently 2000u)
• is definitely not stolen from an Europan submarine

Why / Balance

Adds a method to clean up science spills and ruptured barrels in a better way than a syringe.
Balanced its flexibility and utility (movable drain, retains collected chems like a mop) with the requirement of needing power cells and anchoring to function. Also collects potassium without exploding.

How to test

• Spawn a portable pump
• Spill some liquid
• Anchor pump over spill
• Watch spill get collected while battery in pump drains.
