This is a layout developed by Myanmar NLP. http://www.myanmarlanguage.org/unicode/myanmar3-keyboard-layout Consonant+Vowel-E(u+1031) would produce a sequence which Vowel-E appears first. Thus, most users prefer typing Vowel-E (key-"a") first. There are some complex sequences and key combos as well.
