[#475] Allow services to manage their own permissions

Description

This PR adds a bbs API and tps API to allow services to manage their own permissions on the Core BB. The inactive and service_managed flags are added to help with this. Services may only update the inactive flag for permissions that are marked as service managed, but system admins can always update both of these flags.
