Adds actionlint with shellcheck integration as pre-commit hook and fixes issues. This should help dodge some unexpected bullets before merging patches
Makes set-pipeline-exit-status always run after deploy-docs
Adds YAML doc beginning --- and indents lists the same way to make yamllint happier
